I have a feeling the reason could be the cost to the city to connect the two ends of Rockaway PKWY.
If you look at the point where the two meet (Google Earth) you will see that the two ends are way off from each other.
I can only guess that building a train bridge and connecting the two avenues would be in the $$$$$$$$.
Doubt if the city would go for that expense.
Also there were some very well to do people living in that area a very long time ago and money talked. (You know ...keep those on the other side of the tracks).
To see what I mean take a look at the subway stations on the D line.
They are only one block away from each other.
That from what I was lead to believe was paid for by some very wealthy people that lived on that block.
Money talks.
